Langsam, Deborah M.; Dubois, Philip L. (1996). Can Nightmares Become Sweet Dreams? Peer Review in the Wake of a Systemwide Administrative Mandate, Innovative Higher Education. In 1993, the University of North Carolina at Charlotte's governing board mandated peer evaluation for nontenured faculty. Participants in the American Association for Higher Education's peer review project feared the mandate would taint efforts to introduce faculty to collegial approaches to peer review. McIntyre, Jim (1995). Brave New World: The Information Management Revolution, Business Officer. Indiana University and the University of Delaware have begun to expand the notion of financial information management by the innovative use of computer and Internet applications. Widespread access to institutional information has advantages and disadvantages. At both institutions, information managers addressed administrative resistance but garnered high-level administrative support. Downey, Carolyn J.; And Others (1994). The Quality Education Challenge. Attempts to implement W. Edwards Deming's Total Quality Management (TQM) principles in education and transform school systems into world-class, quality learning environments have proved somewhat disappointing. This book asserts that educators need a way to translate the ideas about corporate quality for adaptation and use in schools. The "missing link" is offered in the description and discussion of Total Quality Education (TQE) presented in this document. The book first clarifies what quality is and who the customers and suppliers in education are. It then presents a Quality Fit Framework, which describes how quality can be infused into school systems. This framework is built on three basic leverage points–shared purpose, structure, and dynamic relationships–that form the basis for applying 18 common core premises of quality to school organizations. Chapter 1 addresses the issue of the international educational challenge and serves as a primer for defining quality and various quality premises. Chapters 2-4 define each of the three leverage points and present strategies for carrying them out in the school system. Chapter 5 presents suggestions for making significant differences in the lives of today's youth. Sixty-two figures are included. Finally, chapter 6 examines the criticisms of TQM in education. Shapiro, Svi (1986). Schooling and the Left: Policy Alternatives for Education and the Economy in the 80's, Journal of Educational Thought. Discusses economic policy alternatives emerging on the political left in the United States in response to the continuing national economic crisis. Considers the educational implications of increased government intervention on behalf of corporate needs, and economic democratization, finding these neo-liberal alternatives representing conflicting views of education, culture, and worker role. Scheetz, Mary; Benson, Tracy (1994). Structuring Schools for Success: A View from the Inside. This book provides the steps, methods, and strategies that a team of professional educators successfully used in one school to develop Total Quality Education (TQE). As the final volume in the TQE series, the book is a useful guide for teachers, administrators, and parents in creating the self-renewing school. Seven chapters are based on the experiences of the staff at Orange Grove Middle School, located in the Catalina Foothills School District in Tuscon, Arizona. The concept of mapping improvement in schools is introduced in the first chapter, with a focus on addressing paradigms held by participants and the complexity of the school culture. Chapter 2 considers how the introduction of dynamic complexity can result in a sense of fear on the part of staff members. It is argued that each individual's purpose in the organization must be understood in order to develop communication and collaboration. The third chapter describes how to determine the beliefs and assumptions that already exist in relationship to organizational values. Ways in which a vision can be developed as a result of exposing prior values are described in the fourth chapter. Chapter 5 maintains that if the vision is to be realized, the organizational structures must be consistent with that vision. It explains how to assess and adjust existing structures, implement feedback mechanisms, and utilize system-dynamics strategies. The sixth chapter describes how to utilize external support structures for achieving school goals. Chapter 7 offers essential questions to ask before beginning the TQE process. Nicoll, David (1982). Organizational Termination as an Organization Development Issue, Group and Organization Studies. Addresses the subject of organizational termination, suggesting it is an appropriate concern for the field of organization development, and that present methodologies are inadequate to deal with it. Describes a consulting experience with one dying organization and experimental intervention strategies. McBeath, Gerald A.; And Others (1983). Patterns of Control in Rural Alaska Education. Final Report. Beginning in 1981, a 3-year study examined implementation of decentralization in rural Alaska education; legislated decentralization had begun in 1975 largely in response to the Native self-determination movement. All rural local school administrators were initially surveyed. Based on their responses and other statewide data, four types of educational control were formulated: localized, regionalized, unified, and mixed. Using a 10% sample of rural schools, 28 schools were selected for more intensified field analysis during the 1981-1982 school year. Significant differences were found among the three relatively pure types of control with respect to the social and political conditions, school governance processes, and their associated outcomes. Although localization is the goal of the decentralization movement, only one-fourth of the schools fell in that category. Localization depended on several conditions: a stable local administrator who shared influence with the school board, had a positive orientation toward the local community, and respected its values; local boards or committees that represented major community interests, including faction, stability (low turnover) of the local board; a district superintendent supportive of local control; district policy which specified substantive, functional areas of school government in which local boards and administrators had deciding influence; and open district-level communication.   [More]  Descriptors: Administrator Attitudes, Alaska Natives, American Indian Education, Boards of Education

Richardson, Richard C., Jr.; Skinner, Elizabeth Fisk (1990). Adapting to Diversity: Organizational Influences on Student Achievement, Journal of Higher Education. A model of institutional adaptation to diversity emerged from case studies of 10 public universities. The model depicts state policy influencing the priorities and practices of work groups within a university. The resulting adaptation of organizational culture leads to improvements in participation and graduation for minorities. Doty, Philip (1994). Planning for and Evaluating an Internet Connection, Proceedings of the ASIS Mid-Year Meeting. Explores obstacles to Internet usage, presents what is known about them, and considers strategies for avoiding or ameliorating their effects. Obstacles discussed include unrealistic expectations; lack of understanding of the effects of organizational culture on networking; lack of awareness of social effects of networking technologies; and lack of evaluation criteria. Keener, Catherine D. (1995). A Study of Emerging Leadership in a Junior/Senior High School. This paper presents findings of a study that examined leadership among staff members in a suburban Cincinnati (Ohio) junior/senior high school that was undergoing school restructuring. The research examined principal-staff communication, with a focus on the staff decision-making role. The school was participating in both the Goodlad Institute of Educational Renewal and the Coalition of Essential Schools. Data were collected through interviews with the design team (eight high school teachers and one principal) and observation of design-team meetings. Two voices emerged in the findings: the voice of the teachers and the voice of the administrator. The teachers responded primarily with silent resistance. The design-team members lacked a vision of the school's future direction, did not understand their leadership roles and responsibilities, and were unaware of the voices of other members of the school community. The principal had a clear sense of both vision and purpose. It is recommended that the principal develop a greater sense of community by enlarging the conversation and including the voices of all school-community members. Nielsen, Brian (1989). Allocating Costs, Thinking about Values: The Fee-or-Free Debate Revisited, Journal of Academic Librarianship. Argues that the fee-or-free issue is far from resolved and discusses factors contributing to the debate. These include the impact of technology on social values, arguments for and against user fees, and the impact of technology on library services. A reconceptualization of information as a gift, rather than a commodity, is presented.
